SUBJECT:  ENVELOPE SETTLEMENT SERVICES – ENHANCEMENTS

On February 21, 2001, NSCC issued Important Notice A: 5228 / P&S: 4798 announcing its intention to enhance its envelope settlement services by eliminating the hand written credit lists associated with each, and making credit lists available on an automated basis via The Depository Trust Company’s ("DTC") Participant Terminal System ("PTS").

This new function (ECSP) is currently being tested. When implemented, it will allow participants to key enter information regarding an ESS, IESS, FOSS or DSS delivery. When the data entry is completed, a bar coded credit list is created and printed at the participant’s location. Participants must attach this list to the envelope and deliver it to the Envelope Control Windows, located on the first floor at 55 Water Street, New York, NY.

Attached for completion, is a PTS Sign-On User Form. This form must be completed before a participant will be able to access the automated function. Please complete the sign-on user form and return it to your relationship manager by August 3. Members are encouraged to contact their relationship managers to obtain access to the ECSP function for the appropriate personnel.

To assist you in learning more about this service, a list of frequently asked questions regarding this enhancement will accompany this notice. Furthermore, an ECSP Function Guide (an easy to follow instruction manual that explains how to use the new function to set up your envelopes for delivery, track your receives and delivers and to research past deliveries in an automated way), can be accessed and downloaded from the www.dtc.org. web site. The instructions for accessing the site accompany this notice.

ENVELOPE SETTLEMENT SERVICES FREQUENTLY ASKED QUESTIONS

 

  1. Why is NSCC making this change?
  2. Migrating to PTS offers a convenient and familiar vehicle to key enter credit list data and will result in a number of benefits to the NSCC member firms that utilize these services:

    1. Bar coded tracking of all envelopes, not just ESS.
    2. Ability to track an envelope’s status on-line.
    3. Ability to research past deliveries and receives on-line.
    4. Elimination of hand written credit lists.
    5. Elimination of handwriting interpretation-related keypunch errors.

     

  3. What PTS function must members obtain to use the envelope settlement services?
  4. The new PTS function for envelope settlement services is ECSP. Members are encouraged to contact their relationship managers to obtain access to the function for each staff member who currently prepares hand written credit lists as well as any staff who may require access for administration or research. ECSP is user- friendly and NSCC will distribute a function guide to assist you.   5. Does the new function require any special equipment?
  6. No, but a laser printer is ideal and a bar code wand is a great help if you process a large number of envelopes each day. Many member firms already have this equipment. Some PTS users currently have a dot matrix printer connected to their DTC terminal(s). These firms should contact their relationship managers who will work with them and the technical areas to obtain connectivity for their laser printers.

    Some firms currently do not use bar code wands. While DTCC does not endorse any vendor, they can refer you to a vendor they have used in the past with good results. DTCC currently purchase wands from Wintronics Inc. The contact at Wintronics is Jody Garofolo, who can be reached at (516) 234-8040. If you call her, ask for Bar Code Reading Wands with the Wedge (this is the box that goes between the keyboard and the terminal/PC). You will also have to tell Jody whether you are using a PC or a "dumb" terminal, so that she can send you the appropriate cables.

    Since the various members using the envelope settlement services have different connectivity issues and various styles of PC configurations, NSCC strongly recommends that you designate a VTAM/Network coordinator. This technical person can perform a preliminary analysis with a DTCC representative to determine your connectivity options. Contact your DTCC relationship manager and provide her/him with this person’s name, phone number and e-mail address.

     

  7. Can members use the LaserJet they use to print their DAM deposit tickets?
  8. Yes they can. If your volumes call for only one printer, you can use the HP LaserJet that you use to print DAM deposit tickets. If your volumes are heavy in either or both of these products, you may want to consider an additional printer.

     

  9. What else will change with the envelope settlement services?

Nothing. Except for key entering the credit lists, the rest of the service remains the same. All other aspects of the envelope settlement services remain unchanged and continue to be subject to NSCC’s Rules and Procedures. Cutoff times have not changed and remain 11: 30 a.m. for the final zone drop and 1:00 – 2:00 p.m. for reclaims. NSCC suggests that members attempt to deliver their envelopes before 11:00 a.m. to avoid a last minute rush.

Note: The fees associated with these services will not be impacted with the migration to PTS.
