SUBJECT: ACATS ENHANCEMANTS - ACATS FUND/SERV FILE FORMAT MODIFICATIONS

ACATS Fund/SERV Enhancements:

NSCC will be adding new values to existing fields on the ACATS Mutual Fund Registration (FR) transaction to align ACATS with modification previously implemented into the Fund/SERV system in July 2001. These modifications will become effective with ACATS production of Monday, March 18, 2002.

The ACATS Mutual Fund Registration (FR) record layout will be modified to include additional values in two existing fields and modify the edit criteria in one field. The following three fields on the ACATS Mutual Fund Registration (FR) transaction are being modified:

1.	Modify the existing W8 Withholding Indicator field to add a new value.
2.	Expand the Social Code Table to include new values.
3.	Modify the edit rule for the existing W8 Expiration Date field

The ACATS file formats modifications are detailed on attachment "A" of this Important Notice. The FR component for the Fixed / Variable length file formats for input and output files will be affected.

II. Description of ACATS Modifications:

Modify the existing W8 Withholding Indicator field to include an additional value of:

There are 28 valid values included in the ACATS Fund/SERV Social Code field. NSCC will be adding nine new Social Codes to this existing field:

This modification will change existing ACATS edit rules for the W8 Expiration Date field. The W8 Expiration Date field will only be required when the W8 Withholding Indicator field contains the values D or E. ACATS will eliminate the requirement for this field when the W8 Withholding Indicator field contains a Value of C and B.

III. Participant Testing:

Participants can begin testing these changes to NSCC's ACATS System on Monday, February 25, 2002 in NSCC's testing region, the Participant Service Environment (PSE). Participants can submit transactions for the modified ACATS input files into the PSE and receive the modified ACATS files from the PSE. Participants can also use the ACATS PC Web Direct screens in PSE to test the modified fields. The PSE contains functionality of the production ACATS System.

Testing will be available in either the fixed or variable length file formats. Participants wishing to test the input and output of the modified ACATS files can do so by contacting SIAC’s Participant Test Group (PTG) at (212) 855-5630.

Firms who wish to perform CPU to CPU ACATS testing in the PSE can obtain testing details and setup instructions from NSCC Important Notice A 4936, P&S 4498, dated April 21, 1999. Firms who wish to perform PC Web Direct testing in the PSE can obtain testing details and setup instructions from NSCC Important Notice A 5165, P&S 4725, dated October 20, 2000.

All of the ACATS file formats can be obtained from NSCC's ACATS Web site http://acats.nscc.com. And can also be obtained from NSCC's file format Web site http://formats.nscc.com in the appropriate ACATS section.
